Brian C. Boulmay, MD
Associate Professor, LSU Health Services, Section of Hematology/Oncology

Dr. Boulmay is currently an associate professor in the Department of Medicine at LSU Health New Orleans. He serves as the director for the Hematology and Oncology Fellowship training program and maintains a clinical practice at the SLVHCS and University Medical Center.

Joseph I. Constans, PhD
Associate Chief of Staff for Research, Southeast Louisiana Veterans Health Care System

Dr. Constans is responsible for oversight of the SLVHCS research activities and is President of the LAVREC Board of Directors. He is a trained clinical psychologist and has also served as a VA clinician-investigator. Dr. Constans serves as a clinical professor at both LSU and Tulane medical schools.

Harold J. Flanagan, JD
Partner, Flanagan Partners, LLP

Mr. Flanagan’s legal practice focuses on contract work and litigation in the areas of insurance coverage/recovery, oil and gas production, construction, admiralty, casualty, commercial matters, and appeals. He is a retired colonel in the U.S. Marine Corps.

Irene Grundy, MD
Associate Chief of Staff/Education and Hospitalist, Section of Hospital Medicine, Southeast Louisiana Veterans Health Care System

Dr. Grundy is the Associate Chief of Staff for Education at the New Orleans VA Medical Center. She is a Clinical Assistant Professor of Medicine at Tulane University and LSU Health Sciences Center.

Fernando O. Rivera, MBA, FACHE
CEO/Director, Southeast Louisiana Veterans Health Care System

Mr. Rivera is medical director at SLVHCS. SLVHCS has an operating budget of nearly $350 million, employees approximately 1,300 individuals, and serves veterans in the 23 parishes of Southeast Louisiana. SLVHCS was recognized by the National Alliance for Ending Homelessness for being a leader in ending veteran homelessness.

Randolph L. Roig, MD, FAAPMR
Chief of Staff, Southeast Louisiana Veterans Healthcare System

Dr. Roig is the Deputy Associate Chief of Staff for Education at the New Orleans VA Medical Center. He is on the faculty of Emory, LSU, and Tulane medical schools.

John M. Wilson, JD
Of Counsel, Liskow and Lewis, New Orleans

Mr. Wilson has been litigating for nearly five decades in the areas of commercial law and oil and gas in both state and federal trial and appellate courts in Louisiana. Before entering private practice, he served in the United States Army, including a tour of duty in Vietnam.
